The Institutional Consultant will support the overall implementation of the WPIP Programme with measures strengthening the institutional capacity of AKUM to manage the WPIP programme and to improve its support to seven water utilities. On the level of each water utility, the Institutional Consultant will support the achievement of better performance, in particular compliance with performance milestones (e.g. certain level of DOC and tariff adjustment) and side conditions (e.g. collection efficiency, NRW) while enhancing integrity management. The Institutional Consultant will elaborate and implement a communication and visibility plan. In addition, it is foreseen that the Institutional Consultant will manage a pre-defined budget to finance selected additional activities supporting the overall alignment of sector policies in Albania to EU standards as well as a pre-defined budget. At the location of Lezha, the Institutional Consultant will provide capacity-building measures to increase the resilience of the city of Lezha to floods.
