EBRD («The Bank») wishes to commission a suitably qualified consultant to prepare a feasibility study for further implementation of the project. The Consultant shall conduct energy audits for selected buildings across 14 local self-governments (LSGs) in Serbia, developing a comprehensive study on energy efficiency (EE) renovation for multifamily residential buildings. This includes analyzing the regulatory framework, policy interventions, and capacity building needs, assessing investment requirements and benefits for homeowners' associations (HOAs), and designing customized EE financing and delivery mechanisms. The consultant will prepare project plans for energy audits, perform audits on at least 600 buildings, design offers for HOAs, conduct techno-economic and legal analyses, perform a poverty, environmental and social impact assessment, and conduct a capacity assessment of stakeholders. The Consultant shall also conduct an environmental and social analysis of the proposed investment and an environmental, health, safety and labour audit of the existing operations and management systems of the Client. The Assignment is expected to start in July 2024 for an estimated overall duration of 8 months.
